Every person, group, organization, or corporation desiring to conduct any social, recreational or culture event or any other activity on any street, park, parking lot or other public place, within the city limits of the city is required to file with the city clerk-treasurer on a form to be provided by the city clerk- treasurer, an application for a permit to hold such an event.
