The office of the city clerk-treasurer is authorized under this title to adopt certain policies related to the day to day operation of the city water and sewer services, including policies of service applications, credit policies, billing procedures and other related matters. These policies may be adopted without further resolution or ordinance, however, the city council reserves the right to oversee the implementation and management of those policies.
