All special improvement districts shall be assessed five percent (5%) of the total cost of the district, which five percent (5%) shall be paid out of bond sales to the city and shall be deposited in the SID revolving fund, pursuant to Montana Code Annotated (1991) section 7-12-4222(1)(a).
