A. City Council has determined that to maintain the integrity of the electoral process and to prevent the misuse of City resources, the use of City resources for campaign purposes generally does not serve the public interest and should be prohibited.
B. City Council has also determined that the use of City resources in the following situations serves the public interest and should be permitted: 1) by City Council to adopt resolutions supporting or opposing election issues, 2) by the Mayor to issue proclamations supporting or opposing election issues, and 3) by the City to participate in litigation in matters related to election issues.
