4.2.104: COMMERCIAL USES IN PARKS:
   A.   "Commercial Purposes" is defined as the use of a park in whole or part for: 1) an activity for which a fee or admission is charged, 2) a class or course of instruction for which a fee is charged, 3) a franchise or concession granted or given for use of park property, 4) commercial movie production activities, or 5) any other activity from which a monetary benefit is to be derived directly or indirectly.
   B.   Any person desiring to use a park in whole or part for commercial purposes shall apply to the Manager in accord with the applicable rules and regulations. The Manager may submit any application to the Board for its recommendation. The Manager's or Board's decision regarding the application shall be final.
