4.2.101: AUTHORITY TO PROMULGATE; ADOPTION:
   A.   The Manager is authorized to promulgate and adopt reasonable rules and regulations regarding the administration and operation of the department, and the time, place, limitation and extent of use of any park, park land, park property or facility including uses now existing or contemplated. Additional rules and regulations may be adopted as necessary to implement applicable Federal and State laws. Any rules or regulations adopted by the Manager shall be available for public inspection in the Department's administrative offices.
   B.   With the City Attorney's counsel, the Manager may propose, and the Board shall consider, the adoption, amendment or deletion of any reasonable or necessary rules, regulations, policies, procedures or ordinances affecting the City's stewardship of its park land, park property and facilities. The recommendation of the Board shall be forwarded to the City Council for final approval.
   C.   All rules, regulations or policies adopted by City Council shall be published and available for public review in the Department's administrative offices. (Ord. 4716; 1968 Code §§10-36, 10-37; Ord. 81-128; Ord. 88-265; Ord. 01-42)
