Whenever official signs are erected indicating any street or part of a street within the City as a play street, as authorized in section 10.1.309 of this chapter, no person shall drive a vehicle upon any street or portion of a street except drivers of vehicles having business or whose residences are within the closed area, and then any driver shall exercise the greatest care in driving upon any street or portion of a street.
