10.13.103: PARKING PRIVILEGE FOR THE DISABLED:
   A.   A vehicle with distinguishing license plates or an identifying placard indicating that the occupant of the vehicle is a "disabled person", as defined in section 10.1.202 of this chapter, may be parked along public streets regardless of any time limitation imposed by official signs upon parking in the area, and at meter spaces regardless of any time limitation imposed by the meter, for four (4) consecutive hours or the time period authorized by official signs, whichever is greater, except that the privilege shall not apply to zones in which:
      1.   Stopping, standing or parking of all vehicles is prohibited at all times;
      2.   Only special vehicles may be parked; or
      3.   Parking is not allowed during specific periods of the day in order to accommodate heavy traffic.
   B.   It is unlawful for any person other than a disabled person to park in a parking space on public or private property which is clearly identified by an official sign as being reserved for use by the disabled unless the person is parking the vehicle for the benefit of a disabled person.
   C.   It shall be unlawful for any person, including a disabled person who displays an identifying plate or placard, obtained under or authorized pursuant to Colorado Revised Statutes 42-3-204, to park in the access aisle adjacent to a disabled parking space.
   D.   For purposes of this section, an official sign identifying a parking space designated for the disabled is a painted sign on the surface of the parking space, or a sign either freestanding or wall mounted, or both, which depicts the disabled symbol of a wheelchair.
