A. No person shall park any vehicle upon a street or highway in a manner or under conditions as to interfere with the free movement of vehicular traffic or proper street or highway maintenance.
B. It shall be unlawful for the driver or person in control of any vehicle being loaded or unloaded, or for the work person or persons in control of any construction project, or for any other person, to permit or cause any object or objects to protrude or extend into any lane of traffic so as to create a hazard or block the same.
