(A) Any person aggrieved, or any taxpayer affected, by any decision of the Town of Colorado City made in the administration of this chapter, may appeal to the Hearing Officer by following the appeal and variance process in Town Code Chapter 153.
(B) All appeals hereunder must be taken within 15 days of such decision, by filing with the Town Clerk a notice of appeal specifying the grounds thereof. The Town of Colorado City shall forthwith transmit to the Hearing Officer all the papers constituting the record upon which the action appealed from was taken.
