§ 156.25 UTILITY SYSTEM IMPACTS.
   (A)   The developer shall be responsible for the cost of all impacts to the utility systems, which include not only the expansion of the distribution systems to the new area, but also the development of increased capacities required.
   (B)   If proposed new development includes improvements that are already included in an Infrastructure Improvements Plan with an associated impact fee, a development agreement will need to be entered into to provide for reimbursement to the developer for costs that may be subsequently paid for by other developers, and to ensure that the developer receives proper credit for associated impact fees assessed.
