(A) Except as otherwise provided herein, from and after the effective date, this chapter shall apply to all new development within any service area, except for the development of any town facility.
(B) The provisions of this chapter shall apply to all of the territory within the corporate limits of Colorado City and/or within the town's utility service areas.
(C) The Town Manager or his or her designee is authorized to make determinations regarding the application, administration and enforcement of the provisions of this chapter.
(D) The impact fees authorized hereby are separate from and in addition to user fees and other charges lawfully imposed by the Town of Hildale, such as engineering and inspection fees, building permit fees, review fees and other fees and costs that may not be included as itemized component parts of the impact fee.
