3-2-9: LOCATION RESTRICTIONS:
   A.   Separate License Required: A separate license shall be required for and with respect to each location or premises at which or upon which any liquor, wine or beer is to be sold or offered for sale at retail.
   B.   Business Or Residential Districts:
      1.   Approval Of Adjacent Landowners: No retailer's class D license shall be granted to any applicant for any premises within the corporate limits of the city where the same is located in any block in the city which is at the time of the application either wholly or partly devoted to business uses or residential uses unless the applicant shall first file in the office of the local liquor control commissioner a petition signed by a majority of property owners of the frontage within one hundred feet (100') in each direction of the proposed location on both sides of the street on which the proposed location shall front, signifying their willingness to have a license issued; provided, that in any case if the property owners of at least one hundred feet (100') of the property immediately adjacent to or abutting on any side of the proposed location shall not appear as signers on the petition, no license shall be issued; provided further, that the signature of any adjacent property owner who is then conducting a place of business in the block under a license issued shall not be deemed necessary for the purpose of this subsection B1.
      2.   Vacation Of Premises: In the event any location to which a license is issued on the petition of property owners as above shall become and remain vacant for a period of five (5) or more months consecutively, no new license shall issue to the premises without the necessary petition of property holders being again presented in accordance with the provisions of this subsection B.
   C.   Proximity To Church, School, Etc.: No license shall be issued for the sale at retail of any alcoholic liquor within one hundred feet (100') of any church, school, hospital, home for the aged or indigent persons or for veterans, their wives or children, or any military or naval station; provided, that this prohibition shall not apply to clubs or restaurants, food shops or other places where the sale of alcoholic liquor is not the principal business carried on, if such place of business not exempted shall have been established for such purpose prior to the taking effect of this Chapter; nor to the renewal of a license for the sale of alcoholic liquor on premises within one hundred feet (100') of any church where such church has been established within such one hundred feet (100') since the issuance of the original license.
   D.   Stores Selling School Supplies, Lunches: No license shall be issued to any person for the sale at retail of any alcoholic liquor at any store or other place of business where the majority of customers are minors of school age or where the principal business transacted consists of school books, school supplies, food, lunches or drinks for such minors.
   E.   View From Street:
      1.   Clear View Required; Exceptions: In premises in which the sale of alcoholic liquor for consumption on the premises is licensed, other than in restaurants, hotels or clubs, no screen, blind, curtain, partition, article or thing shall be permitted in the windows or upon the doors of such licensed premises nor inside such premises which shall prevent a clear view into the interior of such licensed premises from the street, road or sidewalk at all times, and no booth, screen, partition or other obstruction nor any arrangement of lights or lighting shall be permitted in or about the interior of such premises which shall prevent a full view of the entire interior of such premises, and the entire space used by the public must be so located that there shall be a full view of the same from the street, road of sidewalk.
      2.   Lighting: All rooms where alcoholic liquor is sold for consumption on the premises shall be continually lighted during business hours by natural or artificial white lights so that all parts of the interior of the premises shall be clearly visible.
      3.   Violation: In case the view into such licensed premises required by the foregoing provisions shall be wilfully obscured by the licensee or by licensee wilfully suffered to be obscured or obstructed, such license may be revoked in the manner herein provided.
      4.   Plans, Drawings And Photographs Required: In order to enforce the provision of this subsection, the City shall have the right to require the filing with the Local Liquor Control Commissioner of plans, drawings and photographs showing the clear line of the view as above required.
   F.   Change Of Location: A liquor dealer's license shall permit the sale of alcoholic liquor only in the premises described in the application and license. Such location may be changed only upon the written permission to make such change issued by the Local Liquor Control Commissioner. No change of location shall be permitted unless the proposed new location is a proper one for the retail sale of alcoholic liquor under the Statute of the State and the provisions of this City Code.
