3-2-7: INVESTIGATION; APPROVAL OF LICENSE:
   A.   Investigation: All applications for a retailer's license shall be filed with the local liquor control commissioner who shall investigate all of the statements contained in each application.
   B.   Examination Of Applicant: The local liquor control commissioner shall have the right to examine, or cause to be examined, under oath, any applicant for a local license or for a renewal thereof, or any licensee upon whom notice of revocation or suspension has been served as provided by statute, and to examine or cause to be examined the books and records of any such applicant or licensee, to hear testimony and take proof for his/her information in the performance of his/her duties, and for such purpose to issue subpoenas which shall be effective in any part of this state. For the purpose of obtaining any of the information desired by the local liquor control commissioner under this section, such commissioner may authorize his/her agent to act on his/her behalf as provided by statute.    C.   Issuance: Upon investigation, if the local liquor control commissioner shall be satisfied that the matter and things contained are true and that the applicant is of good moral character, entitled to a license, and that the applicant has complied with all the requirements of this chapter, the local liquor control commissioner may with the approval and consent of the majority of the city council in attendance, approve the same and upon the receipt of the required license fee, issue a license in accordance with the provisions of this chapter.
