Upon receipt of an application for a permit required by this Chapter, the City Council or its designated representative shall, if the park will be in conformity with this Title, issue the permit. If the application for the permit is declined, the City Council or its designated representative shall give the reasons in writing to the applicant within forty five (45) days of receipt of the application; and if the objections can be corrected, the applicant may amend his/her application and resubmit it for approval.
