   A.   Notice Of Appeal: Any person affected by any notice or order relating to the condemnation or placarding of a dwelling, dwelling unit, rooming unit, hotel or motel as unfit for human habitation, or any interpretation of this Chapter, may appeal and request in writing, within ten (10) days of such notice, a hearing before the Zoning Board of Appeals in the manner described in the Title 12 of this Code.
   B.   Hearing: Upon receipt of such notice of appeal, a hearing shall be held and decision rendered.
   C.   Stay Of Proceedings: Any such appeal shall stay all proceedings in furtherance of the action appealed from unless the Building Inspector or Fire Inspector shall certify to the Zoning Board of Appeals subsequent to the filing of any notice of appeal that, by reason of the facts stated in the certificate, a stay would cause imminent peril to life or property. In such case, proceedings shall not be stayed other than by order of a court of competent jurisdiction. (1997 Code)
