9-1-7: DRIVEWAY OR WALKWAY CONSTRUCTION:
   A.   Permit Required: No driveway or walkway connecting any lot or tract with a public street or alley upon which such lot abuts shall be constructed unless a permit therefor has been first obtained.
   B.   Application: Any person wishing to obtain a permit for the construction of a driveway or walkway shall file a written application therefor in the Office of the City Clerk.
   C.   Issuance: A permit shall be issued by the Clerk when the City Council has approved the same. This permit shall be in addition to all other building permits required hereunder. (1997 Code)
   D.   Construction: Construction of such driveways or walkways shall be as follows:
      1.   Culverts:
         a.   Minimum Length: The minimum length of culvert pipe at driveways shall be twenty feet (20') and at walkways shall be ten feet (10').
         b.   Type; Diameter: Culverts shall be of corrugated metal construction or reinforced concrete bell tile and the inside diameter shall be not less than twelve inches (12").
         c.   Placement: Culverts shall be placed at a depth to permit uninterrupted flow of water through ditches.
         d.   Installation And Maintenance; Cost: The installation and maintenance of such culverts shall be under the direction and control of the City, but at the expense of the lot owner.
      2.   Driveways: Driveway construction of any new or expanded driveway must be approved by Director of Public Works or building inspector. Concrete must be a minimum of four inches (4") thick with six inches (6") thick by twelve inches (12") wide at the abutment of any street, and no greater than thirty feet (30') wide without obtaining a variance. Asphalt must be a minimum of two inches (2") thick with a rock base of four inches (4") thick and a minimum of eight feet (8') wide without obtaining a variance.
      3.   Parking Spaces: Will be allowed along the frontage lots if approved by the Public Works Director or building inspector providing all drainage is adequate, and the spaces do not interfere with traffic and snow removal. (Ord. 0-15-019, 10-26-2015)
