8-2-3-7: SEWER CONSTRUCTION AND MATERIALS:
   A.   Compliance Required: All sanitary sewers, including sewer service lines, installed in the City or installed outside the City and connected to the City sanitary sewer system shall be installed and maintained in accordance with the requirements of this Chapter.
   B.   Materials; Size:
      1.   Materials: All sanitary sewers, including sewer service lines, shall be constructed of vitrified clay sewer pipe manufactured in accordance with and conforming to American Society for Testing Materials (ASTM) Standards for clay sewer pipe (ASTM designation C-700 [extra-strength] pipe with joints conforming to ASTM designation C425, or latest revisions); approved cast-iron or ductile-iron pipe conforming to American Standard Association (ASA) specifications A21-6 or A21-8, Class 150, with mechanical or rubber ring joints; or approved composite pipe formed by extruding ABS resin into a truss shape forming inner and outer walls supported by webs and then filling the voids with lightweight concrete, all meeting ASTM specification D-2680-70 (latest revisions). Sewer service lines only may also be extra-strength solid wall polyvinyl chloride pipe (PVC) ASTM designation D-3034 (latest revision) bearing National Sanitation Foundation Seal having a minimum SDR of 35.
      2.   Size: Sewer service lines shall be either four inches (4") or six inches (6") in diameter.
   C.   Sewer Service Line Defined: A sewer service line or building sewer shall consist of the sewer line from the City sewer to the building or improvement being served.
   D.   Individual Service Lines Required: No property owner will be permitted to construct a sewer service line to serve more than one parcel of property, but shall construct individual sewer service lines connecting each parcel of property to the public sewer line abutting and serving said property.
   E.   Joints And Couplings: All pipe installed on private property and in any location adjacent to trees and subject to root exposure shall be equipped with root-resistant joints as in subsection E1 below:
      1.   All joints in vitrified clay pipe shall be approved, factory made, precast joints, conforming to and meeting the requirements of ASTM standards C-425 (latest revisions), using material Type I or III.
      2.   All joints in cast-iron pipe shall be either mechanical or rubber ring joints.
      3.   All joints in plastic pipe shall be chemically welded conforming to ASTM specification D-2680-72.
      4.   When two (2) sections of sewer pipe are to be joined where the bell and spigot has been removed or where two (2) pipes of the same inside diameter but made of different materials are to be joined, a pipe coupling with stainless steel clamps, properly sized transition bushing and shear ring must be used (equal to Clow adjustable repair coupling, ASTM specification C594 [latest revisions] for compression couplings).
Where pipes of different sizes are to be joined, such as four inch (4") cast iron to six inch (6") clay, a reducer coupling must be used (equal to Clow Mission couplings ASTM C594, latest revisions), concrete or other types of sealing are not acceptable.
   F.   Construction Of Lines:
      1.   All sewer lines shall be laid in trenches, the bottom of which are undisturbed soil. Approved granular backfill, properly compacted, shall be used immediately under and up to the center line of all sewer lines. Additional granular backfill shall then be placed to a depth of at least two (2) pipe diameters over the top of the pipe and additional backfill material sufficient to fill the trench shall be added. For sewers on private property, the type of the last backfill material shall be at the option of the owner. Within a street or alley right of way and within areas of present or future pavement or sidewalks as designated on the approved permit, thoroughly compacted, approved, granular backfill shall be placed up to the surface. This backfill, unless otherwise approved by the Public Works Director, shall be placed in the presence of an inspector of the City. Approved granular backfill shall be material meeting the requirements of section 20-2.21C of Standard Specifications for Water Main and Sewer Main Construction in Illinois.
      2.   All sanitary sewer service lines serving a one-family unit shall have a minimum internal diameter of four inches (4"), shall slope a minimum of one-fourth inch per foot (1/4" per 1'). All sanitary sewer service lines serving units greater than one-family shall have a minimum internal diameter of six inches (6"), shall slope a minimum of one-eighth inch per foot (1/8" per 1') with a slope of at least one-fourth inch per foot (1/4" per 1') being preferable.
      3.   No sanitary sewer line shall be constructed in the same trench with or within ten feet (10') of a water or storm sewer line.
      4.   If a sewer service line is constructed with changes in direction of the line approximately ninety degrees (90°), any such change shall be constructed using "loop sweep bends" of not greater than forty five degrees (45°) change in direction. If an abrupt ninety degree (90°) bend cannot be avoided, a manhole or cleanout shall be constructed at that point to make possible rodding the sewer in case of blockage.
   G.   Inspection, Approval Of Service Lines: No part of a sewer service line shall be covered until inspected and approved by an authorized inspector of the City.
   H.   Service Lines Property Of Owner: Sewer service lines shall be and shall remain the property of the owner of the lot or parcel or real estate being served, and any required repairs, maintenance or cleaning shall be the responsibility of said property owner. Should, at some future time, the sewer service line be found to be defective, permitting the introduction of storm or ground water into the system, the line shall be repaired at the property owner's expense so that such entry is stopped.
   I.   Method Of Connecting Sewer Lines: Connection of sewer service lines to the City sewers shall be at the tee or wye connection in the line. Indiscriminate breaking into the sewer main will not be allowed. If there is no tee or wye set in the main line, one of the following methods shall be used:
      1.   Circular saw-cut of sewer pipe by proper tools ("sewer-tap" machine or similar), and proper installation of hub wye saddle or hub tee saddle in accordance with manufacturer's recommendations.
      2.   Remove an entire section of pipe and replace with a wye or tee branch section. Pipe section shall be removed by breaking only the top of one bell. After the wye or tee branch is inserted, the connection shall be completed by the use of a pipe coupling with stainless steel clamps as defined above.
      3.   Using pipe cutter, neatly and accurately cut out desired length of pipe for insertion of proper fitting. After the proper fitting is inserted, the connection shall be completed by the use of a pipe coupling with stainless steel clamps as defined above.
      4.   Actual tapping of the line shall only be done when an inspector of the Public Works Department is present. If, in making a tap, a section of sewer pipe is cracked, that section shall be replaced or, at the option of the inspector, shall be entirely encased in not less than six inches (6") of Portland cement concrete.
   J.   Separate Connections Required: Separate connections shall be made for storm sewer lines and sanitary sewer line.
   K.   Cutting, Removing Pavement; Replacing; Notice: When an existing pavement or sidewalk is cut or removed in the course of making a sewer connection, the sections shall be restored to meet the original condition in accordance with the requirements of the City. Such street cuts shall be made only at such times and in such manner as approved by the City following at least twenty four (24) hours' notice to the City.
   L.   Connection Of Property Contiguous To City And Not Located In Another Municipality: No property contiguous to the City limits and not located within the corporate limits of another municipality shall be permitted to connect to the City sewer lines until said property shall have been annexed to the City. After annexation, said property may be connected to the sanitary sewer lines of the City upon the following conditions:
      1.   Connection At Owner's Expense: The owner of any such property which does not front on a street in which a City sewer line is located shall be required to install, at owner's own expense, the necessary lateral sewer lines in accordance with City specifications and requirements, and in addition thereto shall comply with all of the requirements hereinafter set forth.
      2.   Fees: For each property improved by a single-family residence, the fee for connecting to the City sewer line shall be in accordance with the schedule of fees adopted from time to time by the City Council and on file in the office of the City Clerk.
      3.   Agreement In Lieu Of Annexation: If a property owner has made every effort possible to effect annexation to the satisfaction of the City Council, the owner of the premises may secure sewer service to the premises if owner shall execute an agreement with the City, providing that owner, owner's successors and assigns shall execute a petition to annex immediately when legal barriers are removed, and the premises are or become contiguous to the City limits. The agreement shall provide that sewerage service may be terminated upon failure to annex to the City when possible.
      4.   Special Arrangement, Agreement Or Contract: No provision of this Chapter shall be construed as preventing any special arrangement, agreement or contract between the City and any municipality, person or industrial concern for sewerage service, subject to the rate, cost or conditions as established by the City.
   M.   Connection Of Property Not Contiguous To City But Located In Another Municipality: Provided that the property to be served is within two hundred feet (200') of a City sanitary sewer line and not contiguous to the City but located within the corporate limits of another municipality, said property may be connected to the sanitary sewer lines of the City upon payment of a connection fee and upon compliance with the following conditions:
      1.   Connection At Owner's Expense: The owner of any such property which does not front on a street in which a City sewer line is located shall be required to install, at owner's own expense, the necessary lateral sewer lines in accordance with City specifications and requirements, and in addition thereto shall comply with all of the requirements hereinafter set forth in subsection M2, 3 and 4 of this Section.
      2.   Fee: For each property improved by a single-family residence, the fee shall be in accordance with the schedule of fees adopted from time to time by the City Council and on file in the office of the City Clerk.
      3.   Building Other Than Single-Family Residence: For each property improved by any building other than a single-family residence, the fee shall be such amount as may be determined by the City Council.
      4.   Sewer Rental Fee: The owner of each such property shall pay to the City, in addition to said connection fee, a sewer rental fee assessed in accordance with the schedule of fees adopted from time to time by the City Council and on file in the office of the City Clerk. (1997 Code)
   N.   Sewer Lateral Responsibility: The following list is adopted for the purpose of problem solving. This subsection is to provide conduct and responsibilities of homeowners and that of the city of Colona.
      1.   The homeowner shall call the city on any problems noticed with the sewer system.
      2.   The city will inspect the sewer mains to see if there are any blockages or problems.
      3.   The city will contact the homeowner to inform homeowner of what the inspection reveals.
      4.   The homeowner then shall bear the responsibility of proving that any problem exists beyond their sewer pipe into the city's lateral or main. To do this, a visual inspection must be conducted by the city.
      5.   If a problem does exist from the end of the riser to the main, then it would be the city's responsibility to fix the problem.
      6.   The city shall not be responsible for the cost or damage done to any property or service rendered by any other contractor if the problem was on the city's part of the main. (Ord. 03-02, 4-8-2002)
