7-1-9: OBSTRUCTING STREETS, DRAINS:
It shall be unlawful for any person:
   A.   Streets: To cause, create or maintain any obstruction of any street or other public way except as may be specified by ordinance or by the public works director 1 .
   B.   Drains: To obstruct any drain in any public street or property. (1997 Code)
