Whenever a police officer has probable cause to believe that a vehicle is subject to seizure and impoundment pursuant to this chapter, the police officer shall provide for the towing of the vehicle to a facility authorized by the City. At the time the vehicle is towed, the police officer shall notify the owner, or if the owner is not present, the person in control of the vehicle, of the owner's right to request an administrative hearing. The officer shall also provide notice that the motor vehicle will remain impounded pending the completion of an administrative hearing, unless the owner or lessee of the vehicle or a lienholder waives the administrative hearing by paying the administrative impoundment fee and all towing and storage fees.
