5-2-7: DRUGS:
   A.   Cannabis: It shall be unlawful to use, or possess cannabis in an unlawful manner. A person violates this act when he or she uses (smokes, ingests, vapes, possesses) cannabis, cannabis concentrate, or cannabis product in any of the following circumstances:
      1.   Using Cannabis
         a.   In any “public place,” where the person can be “reasonably expected to be observed by others”;
         b.   In any motor vehicle;
         c.   On school grounds, or within a school bus, unless the person has an Illinois medical cannabis card;
         d.   In a correctional facility;
         e.   In a residence used to provide licensed child care;
         f.   In a private residence that is used at any time to provide licensed child-care or other similar social service care on the premises;
         g.   Knowingly in close physical proximity to anyone under 21 years of age who is not a registered medical cannabis patient under the Compassionate Use of Medical Cannabis Pilot Program Act;
      2.   Cannabis Possession
         a.   In a school bus, unless permitted for a qualifying patient or caregiver pursuant to the Compassionate Use of Medical Cannabis Pilot Program Act;
         b.   On school grounds, or within a school bus, unless the person has an Illinois medical cannabis card;
         c.   In a correctional facility;
         d.   In a private residence that is used at any time to provide licensed child-care or other similar social service care on the premises;
         e.   Persons 18-20 years old are not allowed to possess any amount of cannabis;
         f.   Juveniles under 18 are subject only to civil law violations for simple possession of any amount of cannabis, but cannot be cited with a municipal violation for use or possession;
         g.   A driver from possessing cannabis within any area of a motor vehicle upon a highway, unless the cannabis is in a container that is:
            (1)   Sealed
            (2)   Odor-proof, and
            (3)   Child-resistant
         h.   A passenger from possessing cannabis within the passenger area of a motor vehicle upon a highway, unless the cannabis is in a container that is:
            (1)   Sealed
            (2)   Odor-proof, and
            (3)   Child-resistant
         i.   Juveniles under 18 are subject only to civil law violations for simple possession of any amount of cannabis, but cannot be cited with a municipal violation for use or possession;
      3.   It shall be unlawful to possess 0 - 10 grams of cannabis in violation of state law, or city ordinance, [0-7.5 grams for out of state residents. ($250.00 fine).
      4.   It shall be unlawful to possess 10-30 grams of cannabis in violation of State law, city ordinance, [7.5 - 15 grams for out of state residents]. ($500.00 fine).
      5.   It shall be unlawful to possess more than 30 grams of cannabis in violation of state law, city ordinance, [15 grams for out of state residents]. ($750 fine).
      6.   It shall be unlawful to possess more than 500 mg of THC - infused products, [250 for out of state residents]. ($500 fine).
      7.   It shall be unlawful to possess more than 5 grams of cannabis concentrate, [2.5 grams for out of state residents]. ($500 fine).
      8.   It shall be unlawful to use cannabis in violation of any conditions listed above. ($250 fine).
