"Jaywalking" is defined as proceeding diagonally across a street intersection, or crossing a street between intersections, or at a place other than a crosswalk. It shall be unlawful to jaywalk across Route 84 in the city of Colona, Illinois within the boundaries designated as school zones by existing signs for such purposes. Enforcement of this section shall be strictly applied from thirty (30) minutes before the school day commences and for thirty (30) minutes after school begins, and for thirty (30) minutes prior to the end of the school day and for thirty (30) minutes after school shall have been dismissed.
