5-2-5-4: HITCHHIKING:

It shall be unlawful for any person to stand or loiter upon any sidewalk, street, avenue, alley or public highway or grounds within the limits of the city for the purpose of "thumbing", requesting, asking, or soliciting a ride from the operator of any motor vehicle. [625 ILCS 5/11-1006] (1997 Code)
