5-2-4-12: PLACEMENT OF OBJECTS ABOVE STREETS:
   A.   Scaffolds: Any scaffold or ladder placed in such a way that they overhang or could fall onto any public street, alley or other public place in the City shall be firmly constructed and safeguarded; and it shall be unlawful to place or leave any tools or articles on any such place in such a manner that the same could fall onto any such street, sidewalk, alley or other public place from a height greater than four feet (4').    B.   Articles On Window Sills: It shall be unlawful for any person to place or keep on any window sill, porch or other projection above the first story of any building abutting on any sidewalk any article which might do injury by falling upon any person on the sidewalk in front of such building, unless said article be securely fastened or protected by screens.
