§ 177.01  PERMIT REQUIRED; CONTENT.
   (A)   No building or structure, including a fence, driveway or deck, shall be erected, added to, moved in or structurally attached until a permit therefor has been issued by the Building Inspector. Any items such as windows, doors, shingles and building materials that are installed in existing structures that are a part of regular replacement and maintenance shall be exempt from a building permit. All work done in the repair and maintenance of structures shall conform with the original building permit in regard to such structure. Retaining walls that are not over three feet in height are exempt from a building permit. Repainting, sheetrock, re-tiling, re-carpeting, replacement of cabinets, countertop or similar trim and finish work are also exempt from building permits. Swings and other playground equipment accessory to a family dwelling are also exempt.
   (B)   Said permit shall contain the following information which must be fully answered and submitted by the applicant before the said permit may be granted:
      (1)   Name of applicant;
      (2)   The location thereof;
      (3)   The nature of work to be done;
      (4)   The estimated cost of the work to be done;
      (5)   The size of the lot or lots;
      (6)   The size of the building;
      (7)   The distance that the building is, or will be, from the front lot line, the rear lot line and the side lot lines on each side of the building;
      (8)   Whether the outside walls are to be frame, brick, stucco, cement or steel construction;
      (9)   A statement signed by the owner or his or her agent that all work done will be in conformity to the fact stated in the application;
      (10)   There shall be submitted with all applications for building two copies of a layout or plot plan drawn to scale showing the actual dimensions of the lot to be built upon, the exact size and location on the lot of the building and accessory buildings to be erected and such other information as may be necessary to provide for the enforcement of this subchapter; and
      (11)   There shall be submitted with the application for building permit a check or cash payment for an amount equal to 1% of the value of the building work to be done, which value shall be determined by the Building Inspector which will be refunded when the building or construction is completed providing the same has been done in accordance with this subchapter; except that, there shall be retained by the city, for inspections and service fees, a sum equal to 10% of the said deposit. In the event that this subchapter is not complied with, then the total deposit shall be confiscated and placed in the General Fund in the City of Colome. In the event of a building being moved into the City of Colome, then the amount to be retained by the city for inspections and the like shall be equal to 5% of the amount required for deposit.
