Any and all buildings or dwellings constructed after the date of this subchapter within the City of Cologne other than slab on grade structures must contain drainage water sumps and sump pumps. All the drainage water sumps and sum pumps must be installed in accordance with applicable requirements of the State Building and Plumping Codes as enacted by the City of Cologne.
