The commercial districts established by this chapter are designed to promote and protect the health, safety, morals, convenience, order, prosperity and other aspects of the general welfare. These general goals include, among others, the following purposes:
(A) To provide space for the many and diverse types of commercial activity needed to serve the people and industry of Collierville;
(B) To promote the constructive improvement and orderly growth of the existing well located commercial centers;
(C) To prevent indiscriminate mixture of commercial activity within commercial area;
(D) To protect adjacent residential areas from offensive and detrimental influences;
(E) To promote the most efficient and desirable land use.
