A franchisee shall have the right, without prior Town approval, to offer or provide capacity or band width to other providers of telecommunications service, provided that:
(A) The franchisee shall furnish the Town with a copy of any such lease or agreement with other telecommunication service;
(B) The telecommunications service provider has complied, to the extent applicable, with the requirements of this chapter or other applicable Town ordinances.
