Any telecommunications carrier who desires to continue to or begin to construct, install, operate, use, maintain or otherwise locate telecommunications facilities in, under, over or across any street of the Town for the providing of a telecommunications service to persons or areas in the Town or leasing such telecommunication facilities shall obtain a franchise from the Town.
