The owner of any vehicle seized under the provisions of this chapter may redeem such vehicle at any time after its removal but prior to the sale or destruction thereof upon proof of ownership and payment of any fees incurred in the expense of removal and/or preliminary sale advertising expenses or storage of the vehicle.
