(A) Fire hydrants shall be provided for the protection of buildings or portions of buildings constructed within the corporate limits of the Town of Collierville. Hydrants shall be installed per the requirements of NFPA 24, Town of Collierville Engineering and Public Utilities Standards. These standards are in addition to and generally consistent with the technical regulations of the subdivision development standards of the Town of Collierville.
(B) These standards shall apply to all residential, commercial and industrial areas located within the Town of Collierville or its annexation reserve area provided water service by the Town of Collierville.
(1) For any new development of residential, commercial or industrial zoning located within the Town of Collierville or its annexation reserve area, the project developer shall be responsible for the design, acquisition and placement of on-site fire hydrants adequate to serve that development. This shall include replacement of any existing hydrants and appurtenances not in conformance with current standards. (ON-SITE shall be defined to include public rights-of-way within or adjacent to the development).
(2) (a) The complete plans and specifications shall be consistent with local government standards and specifications and shall be reviewed by the Town of Collierville Engineering Department, Public Utilities Department and Fire Department.
(b) Fire flow requirements shall be established according to Appendix B of the 2018 IFC, but in no case shall it be less than 2,500 gpm at 20 PSI minimum.
(3) For any redevelopment of existing residential, commercial or industrial zoning, requirements of on-site fire hydrants outlined in division (B)(1) above shall apply.
(4) For any new development of residential, commercial or industrial zoning located within the Town of Collierville or its annexation reserve area, the project developer shall be responsible for off-site fire hydrants, if required to properly and adequately serve and protect the development. This shall include the replacement of any existing hydrants and appurtenances not in conformance with current standards.
(5) No person shall place or keep any fence, growth, trash or other material within three feet in all directions of any fire hydrant that would prevent such hydrant from being immediately accessible or in any other manner hinder the Fire Department from gaining immediate access to the fire hydrant.
(6) Generally, fire hydrants shall have a three-foot clear radius around the hydrant.
(7) Fire hydrant placement or hose lay shall be measured along roadways as the fire apparatus would travel to lay hose. Hose lay measurements shall not be measured in a straight line, circular, over obstacles or through buildings.
(8) Measurement shall be from the fire hydrant to the furthermost point of the building (subject to egress point of the proposed building).
(9) The minimum number of fire hydrants available shall be measured and installed as follows:
(a) Commercial buildings: 400 feet on center;
(b) Industrial buildings: 400 feet on center;
(c) Multi-family: 400 feet on center;
(d) Residential: 500 feet on center.
(10) Fire hydrants located in parking areas of complexes shall be protected by barriers that will prevent physical damage from vehicle traffic. Parking space shall be omitted directly in front of hydrant.
(11) Fire hydrants shall be located within three feet of the curb line of fire lanes, streets or private streets when installed along such access ways.
(12) For average conditions, fire hydrants shall be placed at least 40 feet from any building, unless approved otherwise by the Fire Marshal.
(13) Fire hydrants shall be properly installed and meet all requirements of the Town of Collierville Engineering Department, Public Utilities and NFPA 24.
(14) Private fire protection lines shall be installed per NFPA 24 and plans and inspections shall be made by the Fire Department.
(15) Fire hydrants shall be supplied by not less than an eight-inch main installed on a looped system or not less than a ten-inch main if the system is not looped or the fire hydrant is on a dead-end main exceeding 300 feet but not less than 600 feet.
(16) Dead-end mains 600 feet or greater shall require a minimum ten-inch main and hydraulic calculations shall be provided to determine if pipe needs to be increased even larger.
(17) All public fire hydrants installed within the Town of Collierville or its annexation reserve area providing water shall be silver in color.
(18) Private fire hydrants in private developments within the Town of Collierville or the Town of Collierville annexation reserve area shall be red in color. Any variation in color for private hydrants shall be approved by the Fire Marshal.
(19) Private fire hydrants within the Town of Collierville or the Town of Collierville annexation area shall be inspected by the owner annually and proper records and documentation shall be maintained by the owner and made available for inspection at the request of the Fire Marshal and/or other personnel acting as a designee of the Fire Marshal.
