§ 91.17 DEFINITIONS.
   Whenever the words AUTHORITY HAVING JURISDICTION are used in the International Fire Code herein adopted, it shall be held to mean the Town of Collierville, Tennessee.
   AGRICULTURE. The science, art, and business of soil cultivation, crop production, and the raising of livestock.
   AIR CURTAIN DESTRUCTOR (BLOWER). A portable or stationary combustion device that directs a plane of high velocity forced draft air through a manifold head into a burn chamber with vertical walls in such a manner as to maintain a curtain of air over the surface of the burn chamber and recalculating motion of air under the curtain. The use of an air curtain is considered “controlled open burning”.
   CLEAN WOOD. Natural wood which has not been painted, varnished or coated with a similar material; has not been pressure treated with preservatives; and does not contain resin or glues as in plywood or other composite products.
   CONSTRUCTION AND DEMOLITION WASTE. Building waste materials; including but not limited to waste shingles, insulation, lumber, treated wood, wiring, plastics, packaging, and rubber that result from construction, remodeling, repair and demolition operations on a house, commercial or industrial building, or other structure.
   FIRE CHIEF. The Chief of the Town of Collierville, Tennessee Fire Department.
   MUNICIPALITY. The Town of Collierville, Tennessee.
   OPEN BURNING. The burning of materials wherein products of combustion are emitted directly into the ambient air without passing through a stack or chimney from an enclosed chamber. OPEN BURNING does not include road flares, smudge pots and similar devices associated with safety or occupational use typically considered open flames, recreational fires or use of portable / fixed outdoor fireplaces. For the purpose of this definition, a chamber shall be regarded as enclosed when, during the time combustion occurs, only openings, ducts, stacks, flues or chimneys necessary to provide combustion air and permit the escape of exhaust gas are open.
   PORTABLE / FIXED OUTDOOR FIREPLACE. A portable / fixed, outdoor, solid-fuel-burning fireplace that may be constructed of steel, concrete, clay or other noncombustible material. A PORTABLE/FIXED OUTDOOR FIREPLACE may be open in design such as a “pit” or may be equipped with a small hearth opening and a short chimney opening at the top.
   REFUSE. Any waste material except trees, logs, brush, stumps, leaves, grass clippings, and other vegetation matter living or dead.
   RECREATIONAL FIRE. An outdoor fire burning materials other than refuse where the fuel being burned is not contained in an incinerator, portable / fixed outdoor fireplace, barbeque grill or barbeque pit and has a total fuel area of three feet or less in diameter and two feet or less in height for, religious, ceremonial, cooking, warmth or similar purpose.
   TOWN OF COLLIERVILLE or TOWN. As referenced and defined in Town Ordinance Article 1 SECTION § 1.01; “INCORPORATION; NAME”.
   TOWN LIMITS. As referenced and defined in Town Ordinance Article 1 § 1.02; “CORPORATE BOUNDARIES”.
   TOWNHOUSE. A single family dwelling unit constructed in a group of three or more attached units that extends from foundation to roof, not more than three stories in height, with separate means of egress, and an open space or public way on at least two sides.
