It shall be unlawful for any person to cause a cross-connection to be made or allow one to exist for any purpose whatsoever unless the construction and operation of same have been approved by the Tennessee Department of Environment and Conservation, and the operation of such cross-connection auxiliary intake, by-pass or inter-connection is at all times under the direct supervision of the Director of Public Utilities of the Town of Collierville.
