§ 51.23 MULTIPLE SERVICE THROUGH A SINGLE METER.
   (A)   No customer shall supply water or sewer service to more than one dwelling or premises from a single service line and meter without first obtaining the written permission of the municipality.
   (B)   Where the municipality allows more than one dwelling, tenant or business to be served through a single service line and meter, the charges for water and sewer shall be billed to and become the responsibility of the property owner or management company of such premises.
   (C)   Charges for total actual water usage and total actual sewer usage shall be billed to the customer in whose name the service is supplied (which will be, in the case of tenants or separate businesses served through a single service line or a single meter, the property owner or management company as stated above). Such computation shall be made at the municipality’s applicable water and sewer rate schedules, including the categories of charges associated with water rates (which shall include a customer service charge, a base rate charge, and a volumetric charge) and the categories of charges associated with sewer rates (which shall include, for all customers, a customer service charge, a base rate charge, and a volumetric charge and with respect to certain customers, additional treatment costs, as applicable and industrial cost recovery, as applicable).
