§ 51.03 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   APARTMENT COMPLEXES. Multi-residential dwellings consisting of greater than two units, with the exception of those complexes individually metered and individually billed.
   CUSTOMER. Any person, firm or corporation who receives water and/or sewer service from the municipality under either an express or implied contract.
   DWELLING. Any single structure, with auxiliary buildings, occupied by one or more persons or households for residential purposes.
   GROSS DATE. The date 15 days after the date of a bill, except when some other date is provided by contract. The GROSS DATE is the last date upon which water and/or sewer bills can be paid at net rates.
   HIGH RISK USERS. Occupants of any single residential rental property.
   HIGH VOLUME USERS. Business typically consuming large amounts of water.
   HOUSEHOLD. Any two or more persons living together as a family group.
   PREMISES. Any single structure or group of structures operated as a single business or enterprise, provided, however, the term PREMISES shall not include more than one dwelling.
   RENTAL PROPERTY RECONNECT PROGRAM. When a tenant orders service terminated, the meter will automatically be read and service reestablished in the property owner’s name. The terms of the terminated service will apply to the service reestablished in the property owner’s name.
   SERVICE LINE. Pipe line extending from any water or sewer main of the municipality to private property, the service line shall be construed to include pipe line extending from the municipality’s water main to and including the meter and meter box.
   TENANT. Any individual business within a premises with separate access to facilities that use water and produce wastewater or a group of businesses within a premises with common access to facilities that use water and produce wastewater; (for example, kitchen and restroom facilities).
