The Commission may establish committees for the purpose of conducting research or carrying out special projects within the purview of the Commission. Such committees shall be designated for a specific purpose and shall be given a specific charge and duration of time in which to complete their work. Committees shall be created and members appointed by majority vote of the Commission.
