A member of the Board of Commissioners may resign at any time by delivering written notice to the Board of Commissioners. A resignation shall be effective when the notice is delivered unless the notice specifies a later effective date. A vacancy created by a resignation that will occur at a specific later date may be filled before the vacancy occurs, but the new Board member may not take office until the vacancy occurs.
