§ 38.22 METHOD OF APPOINTMENT.
   The initial members of the Board of Commissioners shall be nominated by the Mayor and confirmed by a majority vote of the Board of Mayor and Aldermen. Thereafter, in each year in which members of the Board of Commissioners are to be appointed or whenever a vacancy shall occur, the Mayor shall nominate an individual to serve on the Board and the Board of Mayor and Aldermen shall confirm such individual by majority vote.
