§ 38.21 TENURE.
   The term of office of the members of the Board of Commissioners shall be five years beginning upon their appointment by the Board of Mayor and Aldermen and ending with the appointment and qualification of their successors; provided, however, that during the initial appointments, three members’ terms shall expire in three years, three members’ terms shall expire in four years, and three members’ terms shall expire in five years, as designated by the Board of Mayor and Aldermen at the time of appointment. Despite the expiration of a Board member’s term, he or she shall continue to serve until his or her successor is appointed and qualified.
