No fees shall be assessed or collected for the construction of the following:
(A) Public buildings;
(B) Single family dwelling units containing less than 1,300 square feet of floor area where such units are proposed for construction in census blocks that are designed by the U.S. Federal Census Bureau as being low and moderate income areas;
(C) One and two family dwellings protected by an automatic sprinkler system installed in accordance with NFPA standards and recommendations.
