(A) The Board of Mayor and Aldermen shall review the capital investment plan presented, and may make such recommendations or amendments to the capital investment plan as the Board deems necessary.
(B) The Board of Mayor and Aldermen shall conduct at least one public hearing prior to plan adoption, with notice of at least seven days given in a newspaper of general circulation within the community.
(C) After public hearing, the Board of Mayor and Aldermen shall adopt the five-year capital investment plan with or without amendments.
