The five-year capital investment plan shall include a summary of each project contained therein, a report on the status of all capital projects undertaken or completed during the current year, and a list of all capital improvements proposed to be undertaken during the upcoming five-year period. The capital investment plan shall detail the necessity for each such project, the cost estimate associated with each such project, and the proposed method of financing for each such project. Additionally, the capital investment plan shall include the estimated annual operating costs for each such project.
