(A) The Town Administrator shall prepare or cause to be prepared a five-year capital investment plan for the Town each year. The Town Administrator shall present such capital investment plan to the Board of Mayor and Alderman at least 45 days before the beginning of the fiscal year.
(B) Projects and budget estimates contained in such capital investment plan shall not be considered project authorizations or appropriations.
