(A) No more funds shall be expended within each line-item category than is appropriated, except as provided herein.
(B) At any time during the fiscal year, the Town Administrator may transfer part or all of any unencumbered appropriation balance among programs or line-items within a department, office or unit. Following the Board's receipt of a written request and justification, the Board of Mayor and Aldermen may, by resolution, authorize the Town Administrator to transfer part or all of any unencumbered appropriated balance within a department, office or unit, or from one department, office or unit to another within the same fund, subject to such limitations and procedures as the Board may prescribe.
