(A) The Board of Mayor and Aldermen shall cause to be published a general summary of the budget and a notice stating availability of the budget for public inspection during regular business hours.
(B) The Board of Mayor and Aldermen shall conduct at least one public hearing prior to budget adoption, with notice of such public hearing being published at least seven days prior to the date of such public hearing in a newspaper of general circulation in the community.
