SECTION 9.03 MERIT REVIEW BOARD
Upon achievement of City status, there shall be a Merit Review Board of three (3) members, appointed by the Council whenever it is deemed necessary, to serve for the purpose and during the period specified in the ordinance creating the Board. Each member of the Merit Review Board shall be a qualified elector. The Merit Review Board shall serve without compensation and shall be established to hear appeals whenever any official or employee in any competitive service feels aggrieved by any action of the Manager or Council or is suspended, reduced, or removed and requests such hearing. The Board shall have power to subpoena witnesses and require the production of records, and have such other powers and duties as established by Council. All rules and procedures provided by Council shall supersede and override State statutes, including State civil service statutes and rules.
