In all respects not provided for otherwise in this Charter, the procedure followed in authorization of and issuing of bonds and notes and applying the proceeds shall be in accordance with the provisions of the Uniform Public Securities Law, as it may be amended from time to time as established by the Revised Code of Ohio, and applicable provisions of the Constitution of the State of Ohio.
