(a) The owner or person in charge of any animal which defecates on any public land or private property in the Village that is not the property of the owner or person in charge of the animal, shall immediately clean such defecation and cause its removal to a proper receptacle.
(b) The owner or person in charge of any animal shall keep the property where he or she resides in a clean and sanitary condition by regularly removing the defecation of his or her animal to prevent accumulations.
(c) The defecation of any animal is hereby declared to be a nuisance and to create an unsanitary and unhealthy condition by causing an accumulation of insects and bacteria.
(d) Whoever violates or fails to comply with any of the provisions of this section is guilty of a minor misdemeanor.
