(a) The duty is hereby imposed upon the Police Department to take up and impound every dog and cat found in violation of any of the provisions of this chapter.
(b) If a dog is not wearing a valid dog license, the Department shall turn it over forthwith to the Council Animal Warden for disposition according to law or regulation. If a dog is wearing a valid dog license tag, the Department shall immediately give to the licensee notice that the dog has been taken up and impounded.
(c) Cats impounded under the provisions of this chapter shall be turned over to the County Animal Warden for disposition according to law or regulation.
