SECTION 6.03 BOARD OF ZONING APPEALS
A Board of Appeals shall consist of five (5) Village of Coldwater residents. The composition of the board shall be as follows:
A.   Mayor.
B.   One (1) member of Council selected annually by the Council, who is not a member of the Planning Commission.
C.   Three (3) citizens of the Village, whom are not be members of the Planning Commission and shall be appointed by the Mayor with the approval of Council. Citizens shall serve a six (6) year term. Terms of the members of the Board shall be staggered.
A quorum for all meetings shall consist of a minimum of four (4) members. A majority vote by the members present is required for approval of matters brought before the Board. The Board of Appeals shall adopt its own rules of procedure, to be made available to the public. The Chairperson is selected by the Board membership.
No member may abstain from voting "yes" or "no" unless there is a conflict of interest involved.
Meetings of the Board shall be held at the call of the Chairperson and at such times as the Board may determine. The Chairperson, or in his/her absence, the Acting Chairperson may administer oaths and compel the attendance of witnesses. All meetings of the Board shall keep minutes of its proceedings, showing the vote of each member upon each question, or, if absent or failing to vote, indicate such fact, and shall keep records of its examinations and other official actions, all of which shall be immediately filed in the Office of the Board and shall be a public record.
